Council and counseling in Islam and its role in the legitimacy of the ruler and large-scale decision-making mechanisms of the state and people's role in Islamic Republic of Iran is the main focus of this article. To this end, descriptive analysis has been applied to study the reasons for the council's role and the position of people's role in Islamic state and its legitimacy from Quran's viewpoint, traditions and the intellect as well as the advantages to reach out to counseling. Later with respect to people's position and role in Islamic Republic of Iran, this system has been introduced as an establishment of a religious democracy without expecting to have liberal democracy similar to secular systems.
