This point is particularly significant because, according to certain theories, the emergence of development based on national capitalism can create the conditions for political development as well. Since Iran experienced a period of economic development during the 1960s and early 1970s (1340s and early 1350s in the Iranian calendar), the central question the present paper seeks to answer is: what kind of capitalism underpinned Iran’s development programs during that time? The hypothesis proposed in response is as follows: based on three indicators – the imperialist relationship between Iran and the West (emphasizing the hegemony of the international system), the class linkage between Iranian and global capitalism, and the primacy of imports over exports – the dominant form of capitalism during this period was comprador capitalism. The research findings suggest that nationalist tendencies were more characteristic of Iran’s petty bourgeoisie. This was a class that reached its peak during the short-lived oil-free economy of Mohammad Mosaddegh’s government and was marginalized later. To explain this hypothesis, the study adopts a historical–institutional method. Data collection is conducted through library-based research. در تاریخ توسعه همیشه از بورژوازی ملی به عنوان سردمدار فراهم آوردن توسعه ملی در یک کشور یاد می‌شود. از این مسئله از آن رو حائز اهمیت است که بر پایه برخی نظریات با وجود توسعه بر مدار سرمایه‌داری ملی زمینه برای تحقق توسعه سیاسی نیز فراهم می‌گردد. از آنجایی که ایران در دهه 1340 و ابتدای دهه 1350 دوره‌ای از توسعه اقتصادی را سپری کرد، پرسش مهمی که این مقاله به دنبال پاسخ به آن است را می‌توان اینگونه مورد تاکید قرار داد که چه نوعی از سرمایه‌داری در ایران دهه 1340 و 1350 پشتوانه برنامه‌های اقتصادی توسعه قرار گرفت؟ فرضیه این مقاله در پاسخ به این پرسش از این قرار است: با توجه به سه شاخص وجود رابطه امپریالیستی میان ایران و غرب(با تاکید بر هژمون نظام‌بین‌الملل)، پیوند طبقاتی میان سرمایه‌داری ایرانی و جهانی و اهمیت واردات به جای صادرات، سرمایه‌داری مسلط و غالب در این دوره کمپرادور بوده است. یافته‌های پژوهش نشان می‌دهد ماهیت ملی‌گرایانه را می‌بایست بیشتر در خرده‌بورژوازی ایرانی جستجو کرد. خرده‌بورژوازی که در دوره کوتاه اقتصاد بدون نفتِ دولت محمد مصدق در روزهای اوج خود قرار داشت و پس از آن به حاشیه رانده شد. در راستای تبیین این فرضیه این پژوهش روش نهادی-تاریخی دارد. گردآوری داده‌ها نیز به شکل کتابخانه‌ای انجام خواهد شد. https://www.roir.ir/article_232773_4ecea07b9d475c745f7415e69e6dd8f9.pdf
