Having thoroughly studied discussions during the ratification of article no.8 of the constitution and jurisprudential viewpoints about the executing body and how "amr be ma'roof" [commending the good] and "nahy az monkar" [forbidding the evil] should be executed, existing approaches regarding how this fariza [obligation by Allah (SWT)] should be implemented have been analyzed and criticized in the frameworks of two viewpoints first of which believes in the "necessity of creating a special institution for amr be ma'roof and nahy az monkar" and second which does not believe in the necessity of such an institution. For the first viewpoint there are two groups. One group believes in the formation of an executing and supervising institution while the other believes in the establishment of a supervising institution only.
