Abstract
Stability, as the most key goal of any political system, has a meaningful link with sustainable development in any country. In such circumstances, if the elements of political culture in society cannot play their stabilizing role, then the foundations of the social and political system will be challenged. It can be said that one of the prominent features of Iranian history in the last century has been political instability, and this inadequacy and damage have also existed in some periods after the Islamic Revolution. The main question of this article is as follows: How did the political culture of the ruling elites influence Iran's political instability in the period from 1989 to 2021? An assessment of the political culture of the ruling elites during the Hashemi Rafsanjani, Khatami, Ahmadinejad, and Rouhani governments shows that this political culture tends toward conflict and conflict and has little convergence with constructive political competition and participation. Legal mechanisms for gathering and conveying demands, such as parties and media, which are influenced by the political culture of the ruling elite, do not have the efficiency and performance necessary to transform people's demands into decisions and policies, and in some cases have led to political instability in Iran. The present study was conducted using a qualitative descriptive-analytical method and data and information were collected through library sources.
