A comparative study of the concept of political development and progress in the era of Qajar, Pahlavi and Islamic Revolution with emphasis on Ayatollah Khamenei's point of view

Abstract
One of the concerns of political systems and currents of thought in Iran during the past two hundred years has been thinking, planning, policy making and action to achieve political development and progress, the formation of two concepts of development and political progress in Iran is the result of conflicting opinions and political and social conditions. Ayatollah Khamenei as the leader of the revolution and the main interpreter of the constitution has a special point of view in this field, this article tries to answer this question by means of the conceptual framework of structure and agency, which are the two concepts of political development and progress in the era of Qajar, Pahlavi and revolution. How has Islam been established by emphasizing Ayatollah Khamenei's point of view? The findings of the research show that the western conceptual development is influenced by the foundations of modernity and the indigenous conceptual development is influenced by the domestic value foundations, which is sustained by the special support and reading of some governmental and non-governmental agents as a result of internal and external political, social conditions.
