The nature and method of election supervision in Iran: a Comparative Study

Abstract Election, as the main symbol of political participation, is considered one of the important features of democracy in political systems. To ensure the safety of elections and protect the people's vote, should always monitor the shape of election. Basically, one of the prerequisites for the proper election is the correct monitoring of the fact that if the election is not conducted well, the validity of the election will be distorted.
The election monitoring issue has been seriously discussed in the political, press and academic circles of Iranian society since the 1370 A.H s/1990 A.D s, and encountered many legal and Political challenges and debates.
In this study, as much as possible, we investigate the concept and types of supervision, its scope, in the field of public and fundamental rights, reasons, nature and necessity of supervision, methods of its implementation in different countries and in the Constitution of the Islamic Republic of Iran and of course the Legal and non-legal reasons of this kind of election monitoring. We also briefly review the Guardian Council's oversight of the election and its drawbacks and suspicions, the quality of the candidates' qualifications and the comparison of their conditions and qualifications in Iran with those in other countries.

Abstract The present article considers virtual government beyond e-government or smart government and, on the other hand, considers it beyond good governance or desirable government. However, this article seeks to compare them in order to highlight virtual government. , Such a comparison is not, because the authors consider the definition of virtual government as a combination of these governments with moral (religious) human principles and characteristics such as cross-border government, denial of foreign rule and emphasis on the Iranian-Islamic element, Does not explain! In addition to the above-mentioned features, the virtual government, by accepting the salient components of e-government and good governance, emphasizes the moral human principles in the government, which considers the virtual government in the Islamic Republic as an indigenous religious explanation of it. It is too late to act and interact with the virtual government now, and tomorrow is too late, because neither technology nor its supporters are waiting for us.

Abstract today the importance of soft power of countries in achieving national goals and interests is undeniable . on the other hand , due to the changes in political arenas and communication revolution , soft power has become possible more than ever . in this regard , countries try to provide their national interests and goals in other countries by applying soft power and influencing public opinion and through it , together with the people 's masses of interest . soft power is considered as one of the pillars of international politics in the present era , and it can be found in efficiency , low cost and more success of soft power than the classic forms of power ( hard power ) . like other political units , the islamic republic of iran requires recognition , enhancement and application of soft power to improve its national power .
this research seeks to answer the question that what impact on the soft power of islamic republic of iran on the soft power of the islamic republic of iran ? the author 's intuition in answering the above question is based on the assumption that mobile social networks , coupled with indirect influence of identity , interests , social relations and lifestyle of iranian users through cultural or ideological means influence the soft power of islamic republic of iran .

Abstract Considering that the realization of justice is one of the main demands of the Supreme Leader of the Revolution in the statement of the second step of the Revolution, it is necessary to study the Quranic documents and their validity in the statements of the Supreme Leader. The purpose of researching the Qur'anic documents and the narration of this issue is to motivate the establishment of justice in society and to follow the instructions of the Supreme Leader. The main question of the present article is what are the Quranic documents and the narration of the statements of the Supreme Leader "Damat Barakat" about the realization of justice in the political and social dimensions? With the analytical-inferential method of the words of the Leader of the Revolution, it can be said: Islam is the builder of justice and absolute justice, the ray of Islam and the full realization of justice is based on the political thought of Islam; Among the findings of research and documentation of the political dimension of justice is the sermon (126) of Nahj al-Balaghah: "You ask me to achieve victory and success in politics at the cost of oppression and the violation of the rights of weak people !? And among the documents of the social dimension of justice is verse (90) of Surah An-Nahl: "Surely God commands the administration of justice and goodness." According to this study, Islamic politics seeks to achieve various dimensions of justice and bring human beings to a good life, and a rationalistic nature is based on the preservation of human rights and dignity, to provide the basis for human salvation. Legitimate divine sovereignty is also a solution for the implementation of Islamic justice and the solution of material and spiritual problems of human beings, and the realization of this important thing is possible in a monotheistic society.

Abstract Jurisprudence is the order of life and meets human necessities in all periods of time. The jurisprudential rule of "Path Negation" (Nafi’i Sebil) is more concerned with political or economic domination and its cultural section has received less attention. Today, cultural relations are much broader than in the past due to technological advances, and it is definitely necessary to prevent infidels from dominating Muslims through the cultural aspect. The cultural domination of the infidels and the enemies of the Islamic Revolution can be the prelude and the way of domination in all areas. The teachings of yoga are in stark contrast to Islamic culture and beliefs. Yoga is never a mere exercise or a psychological technique, but is deeply tied to specific religious and ideological thoughts and ideas. The role and presence of God in the teachings of yoga is remarkably little. The result of yoga is exposure to corruption as well as limiting the value and number of symbols of religiosity among Muslims, and diminishes the promotion of Islam over other religions and beliefs, and weakens the unity of the Islamic Community and the social capital of Muslims. This law, in its essence, includes any action that creates a kind of domination by the infidels over the Muslims. As a result, yoga and any Eastern and Western phenomenon like it, if it spreads significant cultural changes in Muslim society that mystics can be considered as the dominance of the specific culture of infidels, it will be forbidden and against the law. The method of this research is analytical-descriptive.

Abstract In this article, it is attempted to explain the Ayatollah Khamenei's cognitive belief system and his pattern of Anti-Americanism, based on the heuristic method and content analysis technique. To extract this pattern, his statements were first adapted to the four types of Anti-Americanism introduced by Katzenstein and Keohane, but by observing the inadequacy of their patterns, a specific framework, named "Transcendental Anti-Americanism " has been derived and explained from Ayatollah Khamenei's ideas. Based on the transcendental paradigm, the actor is obliged, willing and confronted with divine guidance whose logic of action is to perform the divine duty based on transcendental rationality. Since Ayatollah Ali Khamenei's cognitive belief system is based on a monotheistic worldview, Islam is the main source of inspiration for his thoughts and ideas. Also, the Qur'an, the ideas of Imam Khomeini, the ideals of the Islamic Revolution, and the Iran’s national constitution are among the sub-sources in his Anti-Americanism pattern.

Theorizing the foundations of the theory of resistance economy, as the economic theory of the Islamic Revolution based on the theory of technological catch up (Multi-case study: South Korea, China and Iran)

Abstract At present, the resistance economy has become a dominant paradigm in Iranian politics, but the lack of theorizing about it, is a serious weakness that illustrates the neglect of academics in this regard. Such neglect can have adverse consequences in the outflow from source-based economics and moving towards a knowledge-based economics and ineffective policy making in science, technology and innovation in Iran. The aim of this research is to theorize the basics of resistance economy based on the theory of technological catch up. For this purpose, the meta-synthesis method and experimental evidence have been used in three countries of South Korea, China and Iran. Research findings show that the pillars of "endogenous" and "extraversion" in the resilience economy are consistent with the pillars of "indigenous efforts to develop technology" and "international technology transfer" in the technological catch up. There are also four characteristics of "Identifying and Using the Scientific, Technical and Economic Capacities", "Organizing the National System of Innovation," "Comprehensive Support for Export of Goods and Services," and "Diplomacy and Technology Transfer" in Resistance economy, with four characteristics of "Absorption Capacity And endogenous technological capabilities", "National and Sectoral Innovation Systems", "Export-based growth" and "Learning and technology transferring from overseas resources" are in line with technological catch up. In this study, the findings are accurately confirmed by practical case studies and the provision of empirical evidence. Finally, in policy making, in addition to "indigenous efforts to develop technology" and "international technology transfer", the emphasis is on increasing the contribution of indigenous efforts.

Abstract The present article deals with the analysis and analysis of Imam Khomeini''''s revolutionary Islamist discourse based on Laclau and Mouffe''''s theory of discourse. Discourse analysis has a particular ability to explain the way discourse is structured, the role of political agency in leaders, the discourse of discourse, and why hegemonic discourses are different. This article seeks to answer the question of how the discourse analysis of Imam Khomeini''''s revolutionary Islamist discourse is explained in contrast to competing discourses. To answer the above question, this study proposes the following notion that Imam Khomeini''''s political discourse coincided with a particular social capital that arose from within the Shiite community and was consistent with the history, values, and mental beliefs of the Iranian community. It gained high credibility and access to other discourses, and was able to compete with other competing discourses for superior political and social hegemony. In the struggle for competing discourses of the pre-revolutionary discourse, those discourses were able to maintain their meaning in some way related to the discourse of the Islamic Revolution, and in particular to the speech of Imam Khomeini.

Evaluation of technology development in Iran based on two models of appropriate technology and self-reliance, the study of the first to fifth development programs

Abstract The purpose of this study is to review technology development in Iran during the first to fifth development programs based on two approaches and theoretical model of appropriate and self-reliant technology. First, the essence of the argument of the two models is explained. Then, the documents and studies of the " First to fifth development plans" with emphasis on technology development are evaluated based on concepts of two models and theoretical models. The collected data includes two categories of documents. Documents and reports that have dealt with the history of technology development in Iran after the Islamic Revolution and documents and studies that have evaluated and analyzed the development of technology in these periods. Thematic analysis technique was used to achieve the focal point and central categories of technology development activities. Attempts were made to encode the collected documents, and finally a theoretical model of technology development programs was drawn during the first to fifth programs. Findings indicate that planners and policy makers pay attention to the adoption of some types of technologies in each of the first to fifth periods of development, which are expressed in the relevant tables. The innovation of the present study is in drawing the technology development model during the development programs using the qualitative method of content analysis, which explains the strengths and weaknesses of the programs.

Abstract سؤال اصلی مقاله آن است که لوازم «محرومیت زدایی عادلانه» در اندیشه و عمل سیاسی آیت الله خامنه ای (مدّظلّه)چیست؟ برای پاسخ به این پرسش، تحقیق حاضر با روش تحلیل اسنادی انجام و از فیش برداری به عنوان ابزار استفاده شده است. یافته های تحقیق موید آن است که در دیدگاه آیت الله خامنه‌ای (مدّظلّه) مسئله محرومیت با فقدان عدالت اجتماعی در جامعه ارتباط تنگاتنگی دارد. از اینرو لازمه «محرومیت زدایی» استقرار عدالت اجتماعی است. در دیدگاه آیت الله خامنه‌ای محرومیت محصول نظام‌های غیراسلامی است و چنانچه عملکرد کارگزاران دولت اسلامی در معنای حقیقی، «اسلامی» باشد می‌تواند به رفع محرومیتِ ناشی از عملکرد دولت‌های غیر اسلامی، منتهی گردد. با این حال، نقشه اجرای عدالت اجتماعی در تفکر اسلامی، اصول راهنمایی دارد که حداقل در محورهای چندگانه «اولویت داشتن محرومین»، «ضرورت فرصت برابر»، «اصلاح ساختارها و رویه‌های ظالمانه» و «اهتمام مضاعف به افراد کم توان و ناتوان» با دیدگاه‌های جهانی همخوانی دارد. اگر چه

Abstract The Islamic Revolution is a turning point in the history of Iran that introduced new concepts into the field of political and social discourse in Iran.This revolution is based on the jurisprudential-political ideas of the Shiite school, one of the main teachings of which is justice and the realization of social justice in society.The great architect of the Islamic Revolution called on the people to fight against discrimination and injustice with the ideal of justiceNow that years have passed since those cries for justice, the concern for justice has put a difficult test on the agents of the system to look at their efficiency in the mirror of justice.The main question of the research is what are the obstacles to the realization of social justice and what positions have been presented by the Supreme Leader in order to remove these obstacles?The research method in this article is descriptive-analytical and the information has been collected in the form of libraries and based on this information and data, the above subject has been evaluated and analyzed.The findings of this study show that in order to better implement social justice in society, pure and original theories about social justice should be extracted from the perspective of the Supreme Leader, which is consistent with religious texts.And legally, to be implemented by the agents of the system in the society.

Abstract Abstract
Resistance literature which it's main point is refers to resistance, injustice, the war and so on is one of the most important concept in our literature. The main purpose of this descriptive analytical article is to compare two different literature: resistance literature of first decade of Islamic revolution and Holy defense. According to different studies it can be say that despite the history, importance and resistance literature impact in Iran, but there are so many challenges such as audience crisis, weak theoretical foundation and theorizing. Despite this factor, resistance literature is not forgotten. Resistance literature during the Islamic revolution decades was include the rule of Taqut government and the people resistance against it, but in the imposed war against Iraq country, There were the murdering, resisting and war concepts. That after passing 40 years of Islamic republic of Iran victory, It has suitable field of study among it's audience.
