Abstract
In the contemporary world, conflicts have expanded beyond the physical domain into perceptual, identity-based, and semantic realms. **Hybrid cognitive warfare**, as one of the most advanced forms of conflict, seeks to dominate human will and disrupt the meaning system of society, making the human mind the primary battlefield. Through media manipulation, economic pressure, and psychological operations, it aims to create comprehensive crises with a cognitive core, ultimately weakening social resilience and collective determination. Under such conditions, classical models of crisis management prove inadequate. In this context, **popular mobilization**, as a manifestation of divine tradition, emerges as a fundamental response to new challenges and as a pathway toward social resurgence and **civilizational becoming**.

This study adopts a qualitative approach based on the secondary analysis of scientific and documentary sources. It examines how the model of popular mobilization in confronting cognitive warfare can be conceptualized on the basis of divine traditions, and how this model contributes to the civilizational becoming of society. Drawing on authentic sources and religious texts, the study clarifies the core concepts of cognitive warfare, popular mobilization, and civilizational becoming, and proposes a theoretical framework for understanding resistance in the face of cognitive threats.

The findings indicate that the mobilization and awakening of the people constitute a dynamic and continuous process that evolves from social reaction in critical moments into civilizational becoming. By harmonizing the layers of social life—relations with God, self, others, and the world—within a comprehensive divine framework and under wise leadership, this process strengthens societal resilience and prepares the ground for the realization of a New Islamic Civilization.
