Civilization means physical progress and manifestations of social welfare, born of human need, rationality and creativity, and culture, ie a set of beliefs, values and traditions, in addition to giving direction, can be an effective factor in promoting and perpetuating that civilization and society. In the meantime, the character of the rulers and their moral performance are very influential in the progress or backwardness of human society and civilization. According to the Qur'anic teachings and narrations, the leaders and agents of Islamic societies, if the creators are familiar with human morality and divine values and adhere to their bad people in their dealings, are citizens full of peace of mind, empathy and cooperation, have legitimate rights and They will be prone to material and spiritual growth and perfection, and the continuity of these healthy and dynamic societies will bring about a glorious and lasting civilization. The Qur'anic interpretation of "Wilayah" about sovereignty and the interpretation of "Wali" about the ruler is a proof of the fact that the genuine rulers of Islamic societies, in addition to practical and executive competencies, must also have a kind of charisma among the citizens of their society. This spiritual influence will not be achieved except by adorning them with moral values.
