چکیده
از آن‌جایی که اقتدار هر کشور مظهر حیات ، عزّت ملی ، افتخارآفرینی ، پیشرفت و امید به آینده قلمداد می-شود، آیت‌الله خامنه‌ای –به‌عنوان فقیهی برجسته و رهبر جامعه اسلامی- مکرراً و به‌طور پیوسته بر آن تأکید و آن را پشتوانۀ ثبات نظام جمهوری اسلامی در عرصه ملی و بین المللی، حافظ موجودیت، اعتبار و احترام آن در دنیا و تأمین کننده منافع ملی معرفی و به نقش آن در دفع چالش‌ها، تهدیدات و مظالم استکبار جهانی ، توجه و اهتمام ویژه‌ای دارند ؛ و از آن جایی که طبق اصول امامیه برای هر موضوعی از موضوعات فی نفس الامر حکمی مقرر گردیده و صاحب شرع حکم جمیع حوادث را به طور عموم یا به طور خصوص مقرر داشته؛ این تحقیق در صدد پاسخ به این سوال، که آیا دیدگاه نظری و اصول سیاسی حاکم بر رفتار و سیاستهای عملی رهبری ٍ آیت الله خامنه‌ای در راستای تحقق اقتدار نظام اسلامی، برخاسته و مبتنی بر قواعد فقهی اسلام است یا خیر؟ بررسی تا معلوم گردد نظر و منش ایشان در مسئله اقتدار در ابعاد مختلف اقتصادی، سیاسی، فرهنگی، علمی و نظامی از مبانی فقهی –برخاسته از فقه و شریعت اسلامی- ازجمله نفی سبیل، لا ضرر، وجوب تعظیم شعائر الهی و حرمت اهانت به آن‌ها، وجوب حفظ نظام و حرمت اخلال در آن و عدالت نشأت می‌گیرد و به تبع، - به دلیل حجیت ادله چهارگانه قواعد فقهی- یعنی کتاب ، سنت، اجماع و عقل - حجیّت شرعی آنها نیز مسجّل می‌‌گردد.

چکیده [English]

If ‘authority’ is defined as a representation of life, national dignity, honor, development and hope for the future, it will bear relation to being robust. In this regard, Ayatollah Khamenei, as the supreme leader of Iran and a prominent jurist, repeatedly mentions authority and its leading role in avoiding challenges, threats and atrocities of global imperialism, and its important place in helping our country achieve its aims. With due respect to significance of Islamic Republic of Iran’s authority in the national and international contexts, the present paper aims to explain and extract substantial and jurisprudential foundations and principles of Authority of Islamic Republic of Iran from Ayatollah Khamenei’s viewpoint, which has been done with a descriptive- analytical approach through data collection. The findings reveal that according to the supreme leader, ‘Authority’ occurs when there is a variety of economic, political, cultural, scientific and military elements which support stability of Islamic system of our country, and when Iran holds its place in the world. The leader’s view toward authority is rooted in jurisprudential principles i.e. Islamic fiqh and sharia, including rejection of sovereignty, no damage, necessity of respecting divine signs, obligation of maintaining the Islamic system, and promotion of equality.
