Organizations in today's dynamic and highly interactive world are in a constant state of growth and evolution. This necessitates the adoption of interactive approaches when discussing organizational change and development.The presence of organizational governance in government organizations is vital and can significantly impact improving their performance in policy implementation. Therefore, this research aims to present a model of organizational governance in the National Planning and Budget Organization, emphasizing co-evolution using a data-driven approach.Based on this research, a sample was selected from experts in the field of organizational governance, specifically from the National Planning and Budget Organization. The sampling used theoretical and purposive methods, resulting in 19 theoretically saturated interviews. The MAXQDA software was employed for data analysis. The main findings of the research are presented in two sections: the conceptual framework and the conceptual model. This model considers internal factors influencing productivity, such as human resources, intellectual capital, and technological infrastructure. This research contributes to understanding organizational governance in government entities and provides insights into improving their performance through co-evolution and strategic management of internal resources.
