Social justice stands as one of the fundamental normative ideals and pillars of legitimacy within the governance framework of the Islamic Republic of Iran. Despite the frequent explicit mention of this concept in official texts, a core issue in policy research remains the ambiguity surrounding its precise operational components and the mechanisms of its institutional application within the decision-making system. Among the various dimensions of justice, the components of "fair equality of opportunity" and "meritocracy" serve as critical links between distributive justice and structural efficiency; the former paves the way for removing structural barriers to universal access to social and educational resources, while the latter guarantees equitable arrangements for the allocation of public offices and responsibilities. Aiming to analyze how these two pillars are represented and articulated, this study examines the body of upstream documents of the Islamic Republic of Iran from 1979 to 2021, employing qualitative content analysis and semantic mapping. The corpus of documents includes the Constitution, the 20-Year Vision Plan (Horizon 1404), the General Policies of the System, and relevant provisions from the First through Sixth Development Plans. The findings reveal that these upstream documents have elevated social justice from the level of mere material redistribution to a "multi-layered institutional architecture." Within this framework, the realization of justice is defined by the simultaneous convergence of eliminating unjust discrimination at the starting point of social competition and establishing verifiable professional and ethical criteria for elite circulation and state appointments.
