نقش مشارکت اجتماعی و اعتماد نهادی در تضعیف برنامه‌های توسعه اقتصادی جمهوری اسلامی ایران(مطالعه موردی: شهر نورآباد دلفان)

چکیده
هدف پژوهش حاضر، تحلیل نقش فقدان انگیزه مشارکت‌های مردمی و بی‌اعتمادی متقابل مردم و مسئولان در تضعیف برنامه‌های توسعه اقتصادی در شهر نورآباد دلفان است. پژوهش از نظر هدف کاربردی و از نظر روش، توصیفی ـ تحلیلی از نوع پیمایشی است. داده‌ها از طریق پرسشنامه و با روش نمونه‌گیری خوشه‌ای چندمرحله‌ای گردآوری شده‌اند. جامعه آماری، ساکنان شهر نورآباد دلفان با جمعیت گزارش‌شده 71006 نفر بوده است. حجم نمونه در بخش روش‌شناسی 786 نفر گزارش شده، اما تحلیل‌های آماری موجود عمدتاً بر پایه 387 پرسشنامه معتبر انجام شده‌اند؛ ازاین‌رو، یافته‌های استنباطی بر مبنای داده‌های معتبر موجود تفسیر شده‌اند. نتایج همبستگی و رگرسیون چندگانه نشان می‌دهد که فقدان انگیزه مشارکت‌های مردمی و بی‌اعتمادی متقابل مردم و مسئولان، اثری منفی و معنادار بر برنامه‌های توسعه اقتصادی دارند. فقدان انگیزه مشارکت مردمی با ضریب استانداردشده β=-0.153و بی‌اعتمادی متقابل با ضریب استانداردشده β=-0.095در مدل رگرسیون، از متغیرهای تبیین‌کننده کاهش کارآمدی برنامه‌های توسعه اقتصادی بوده‌اند. افزون بر این، تقابل سنت و نوگرایی، احساس نابرابری اجتماعی و عدم احساس امنیت اجتماعی نیز اثر منفی و معناداری بر متغیر وابسته داشته‌اند. یافته‌ها بیانگر آن است که توسعه اقتصادی در مناطق کمتر برخوردار با تزریق صرف منابع مالی، اجرای پروژه‌های عمرانی یا گسترش سازوکارهای اداری تحقق نمی‌یابد؛ بلکه مستلزم بازسازی اعتماد نهادی، گسترش مشارکت واقعی، تقویت شفافیت و پاسخ‌گویی، کاهش احساس نابرابری و توجه به ظرفیت‌های جامعه‌محور است.

چکیده English

The aim of the present study is to analyze the role of lack of motivation for public participation and mutual distrust between people and officials in weakening economic development programs in the city of Noorabad Delfan. The research is applied in terms of purpose and descriptive-analytical in terms of method. Data were collected through a questionnaire and multi-stage cluster sampling method. The statistical population was residents of Noorabad Delfan with a reported population of 71,006 people. The sample size was reported in the methodology section as 786 people, but the available statistical analyses were mainly based on 387 valid questionnaires; therefore, the inferential findings were interpreted based on the available valid data. The results of correlation and multiple regression show that lack of motivation for public participation and mutual distrust between people and officials have a negative and significant effect on economic development programs. Lack of motivation for public participation with a standardized coefficient of β=-0.153 and mutual distrust with a standardized coefficient of β=-0.095 in the regression model were among the variables explaining the decrease in the effectiveness of economic development programs. In addition, the conflict between tradition and modernity, the feeling of social inequality, and the lack of a sense of social security also had a negative and significant effect on the dependent variable. The findings indicate that economic development in less privileged areas is not achieved by simply injecting financial resources, implementing development projects, or expanding administrative mechanisms; rather, it requires rebuilding institutional trust, expanding real participation, strengthening transparency and accountability, reducing the feeling of inequality, and paying attention to community-based capacities.
