تعارض اعتماد به خدا و اعتماد به مردم در حکمرانی اسلامی؛ رهیافتها و نظریه معیار

چکیده
در جهان معاصر، پیچیدگی‌های سیاسی، اجتماعی و فرهنگی، اداره جامعه را با چالش‌های متعددی مواجه ساخته است. یکی از چالشهای مهم، اعتماد و تکیه بر نیروهای الهی و انسانی به عنوان امری کلیدی در حوزه حکومت‌داری و مدیریت جامعه است. در نگاه اسلامی، اصل توکل و اعتماد به خداوند متعال به عنوان پایه و اساس زندگی مؤمنان مورد تأکید قرار گرفته است. مسئله مورد بحث این است که در آموزه‌های اسلامی، آیا می‌توان بین اعتماد به خدا و اعتماد به مردم جمع کرد و در صورت امکان چگونه ممکن است و مقاله پیش‌رو با روش تحلیلی-توصیفی، به تبیین این موضوع پرداخته است. این پژوهه، سه فرضیه اصلی را در زمینه اعتماد به خدا مطرح می‌کند: انحصار اعتماد به خدا، اعتماد به خدا و سپس اعتماد به مردم، و اعتماد به مردم و سپس اعتماد به خدا. در مقابل، در بحث اعتماد به مردم، چهار فرضیه مورد بررسی قرار می‌گیرد: اعتماد ظاهری به مردم به عنوان ابزاری برای دلجویی، اعتماد واقعی به مردم به عنوان احترام به آنان، اعتماد به مردم به عنوان ابزاری برای تربیت سیاسی، و اعتماد به مؤمنان به عنوان مسیری برای جلب نصرت الهی. از یافته‌های این پژوهه می‌توان گفت که اعتماد و تکیه به خدای متعال به عنوان اصل و اساس مورد تأکید است و به میدان آوردن توان مردم، مشورت با آنان و به گونه‌ای اعتماد به آنها به منظور تحقق حکمرانی اسلامی ضروری است. چه اینکه سنت الهی در نصرت و تحقق نظام اسلامی خواست مردم و به میدان آمدن آنهاست.

چکیده English

In the contemporary world, political, social, and cultural complexities have posed numerous challenges to the governance of societies. One of the key challenges is the question of trust and reliance on divine and human forces as fundamental elements in the domain of governance and social management. From the Islamic perspective, the principle of tawakkul (trust and reliance on God Almighty) is emphasized as the foundation of the believers’ lives.The central issue under discussion is whether, within Islamic teachings, it is possible to reconcile trust in God with trust in people—and if so, how this reconciliation can be achieved. The present article, using an analytical-descriptive method, seeks to explain this topic.This study presents three main hypotheses concerning trust in God:Exclusive trust in God;Trust in God followed by trust in people;Trust in people followed by trust in God.
Conversely, regarding trust in people, four hypotheses are examined:Superficial trust in people as a means of conciliation;
Genuine trust in people as a form of respect;Trust in people as a tool for political education;Trust in believers as a means of attaining divine support.The findings of this research indicate that trust and reliance upon Almighty God constitute the fundamental principle, yet mobilizing the capabilities of the people, consulting with them, and in a sense trusting them are essential for the realization of Islamic governance. This is because, according to divine tradition, the establishment and success of the Islamic system depend upon the will and participation of the people.
